The meeting was called to order at 7:10pm by Supervisor Knox.
Supervisor Knox stated that the town lawyer had no reasons why the town board should not sign the resolution to Support of the State Legislation Creating a Public Power Authority.
A motion was made by Councilman Whiteford and Seconded by Supervisor Knox to pass the resolution to Support of the State Legislation Creating a Public Power Authority.

Motion carried.
A motion was made by Supervisor Knox and seconded by Councilwoman Foster to hire Case & Leader LLP Attorneys at law from Gouverneur, NY starting March 1st 2008 as the Town of Russell town attorney at $130.00 per hourly rate.

Motion carried.
A motion was made by Councilman Whiteford and seconded by Councilwoman Foster to give the Highway Superintendent permission to spend from the General Repairs Fund $135,471 for the upkeep of town roads.

Motion carried.
Supervisor Knox stated that Brenda Hale fulfilled her retirement requirements and they sent back a check for $37.00.
Supervisor Knox has been in touch with Time Warner to sign a contract; he was advised to hold off on it. He will have more on it at the February 20th meeting.
Courtney Jeanette stated that $89.33 was used by DeGrasse Fire Department up to January 6. Councilman Whiteford asked why DeGrasse fire Department wants their own pump; Supervisor Knox stated they feel like Russell Fire Department will pull something on them. Supervisor Knox stated that Russell Fire Department has done a good job with keeping up on the fuel, and diesel.
Meeting adjourned at 7:30 by a motion by Supervisor Knox and a second by Councilman Whiteford. All were in favor. Motion carried.
