The meeting was called to order at 7:10pm by Supervisor Knox.


Acceptance of the Minutes:

A motion was made by Supervisor Knox and seconded by Councilman Whiteford to accept the minutes from 05/21/2008 as presented by the Town Clerk.

REPORTS


Town Clerk's Report:

We sold 14 dog licenses, 13 building permits, 4 marriage licenses, 3 certified copies and $542.00 in Decals for a total revenue for the month of May of $891.00. I took my final tax roll to the county on 6/11 for the final payment to them. I collected 88.08 % of taxes $962,841.44 as of 06/09/2008. My tax program went well this year with very little problems.


Supervisor's Report:

  1. Financial records have been turned into the town clerk for the month of May.

  2. The town received 2 checks from the library for the new building; $1,568.57 and $10,570.01.

  3. The town received $6,150.00 from Select Insurance for material that was stolen from the town pit. This money was put into the highway account.

  4. The town received $1,883.00 for Justice Court fines.

  5. The town received $177.00 from the town clerk/tax collector for 2nd notice fees and $2,674.68 for tax penalties.

  6. The town has been turned into the NYS Prevailing Wage Board for the work at the new Library/Museum; they have requested payroll records.


Highway Superintendent Report:

  1. Our CHIPS Program is coming along well with the shim and shoulders complete. We hope to do the seal in July.

  2. We have replaced 3 pipes on the Cassidy Road and completed the blasting.

  3. With the heavy rains we had several light wash out areas and they have been repaired.

  4. The high winds took down trees and limbs and most have been cleaned up.

  5. While trucking 1A stone for sealing; one of the trucks got sprung open slightly and lost a small amount of stone and took out 2 windshields. This was reported to our insurance company and taken care of.

  6. We have moved the 5 foot pipe to the Cassidy Road and plan to install it next week.

  7. The men have all worked well with good progress.

  8. As the bills come in for CHIPS projects I would like the board to authorize them to be paid prior to audit.

  9. The county snow removal contract was discussed.

Supervisor Knox stated that a week ago a car pulled out of the town pit with something hanging out; Knox flagged him down and asked him what he was doing in the pit; they said they just took some boards out of the trash pile.

Councilwoman Foster stated she followed a black pickup and it went into the pit also at night.

Superintendent White stated that they have been busy with the shim but they will build something solid to hang a gate on soon.


Assessor Report: Donna Goodwin

On Grievance Day; May 28th, I gave the Board of Assessment Review (4) signed stipulations and (1) Correction of Error. We had (3) parties that came in to file a Grievance. The final roll book for 2008 is in the Assessor and Town Clerks offices.

Whenever the weather permits, I plan to be in the field to do building permits, complete records on file that are not up to date and take pictures of properties that have not yet been documented. I will keep in touch with Tess and she will have my cell phone number, in the event that my presence will be required in the office. Since I will be in a close proximity, I trust that this will not be an inconvenience to our tax payers.

Resolution #57: Audit

A motion was made by Supervisor Knox and seconded by Councilman Whiteford to pay the following bills:

General vouchers # 184-224: $32,850.71

Capital Improvement #3-13: $70,926.78
Street Lighting #6:   Russell $382.92

NEW BUSINESS:


Resolution #58: Electronic Debit Authorization Form

A motion was made by Councilman Whiteford and seconded by Councilwoman Jeanette to authorize Supervisor Knox to sign the Electronic Debit Authorization Form from the NYS &L Retirement Systems allowing the New York state & Local Retirement System to debit funds from the designated bank account through an electronic fund transfer.

Supervisor Knox stated that the NYS Teamsters are looking to renegotiate the next 3 year contract with the town. A meeting will have to be set up to meet with them.

Supervisor Knox asked the board if the town should renew the maintenance contract with Xerox for the copier/fax machine; they said yes.

Supervisor Knox stated that the Equalization rate dropped to 94% this year. He called the Assessor and Real Property to see why; they said because properties were selling for more than they are assessed for. The Assessor will be getting things together to start the process of our tri-annual REVAL for next year.

Supervisor Knox asked what should be done to get work started on the new Lib/Museum building.

Supervisor Knox asked Superintendent White if he could give the Cemetery Association the cost for labor & equipment to do a fence for the north side of the Russell (Balsam) Village Cemetery. A survey will be done on the turn a round area on Pleasant Street to show the boundary lines.

A motion by Supervisor Knox and seconded by Councilman Whiteford to adjourn the meeting at 8:00pm. All were in favor. Motion carried.
