Meeting was called to order by Supervisor Knox and seconded by Councilwoman Coller at 7:02pm.
A motion was made by Supervisor Knox and seconded by Councilwoman Foster to authorize the Russell Fire Department to do fireworks on July 18th 2009 at dusk. The Fire department will supply the Town with insurance coverage to be given to the Town Clerk to put on file.

A motion was made by Supervisor Knox and seconded by Councilwoman Coller authorizing the supervisor to pay $8,000 for the Town of Russell share for the Summer Rec Program for 2009.

A motion was made by Councilwoman Foster and seconded by Supervisor Knox to accept the resignation of Lawrence T. Robinson Jr. as the Town justice for the Town of Russell effective June 30th 2009.

A motion was made by Supervisor Knox and seconded by Councilwoman Coller to present this resolution:
WHEREAS: this resolution states that the Russell Town Board at a Special Board Meeting held on July 8th 2009 at the Russell Town hall at 7:00pm is asking the Town of Edwards to allow the Town of Russell to appoint Hon. Fredrick Finley and the Hon. Sandra Gotham to fill in for Lawrence T. Robinson Jr. Town Justice who resigned effective June 30th 2009, from July 8th 2009 to the end of the year, when a new justice completes his/her training.
WHEREAS: the Town of Russell paid our Town Justice $730.50 per month; the Town agrees to send the Town of Edwards $730.50 per month for six months for a total of $4,383.00 for the balance of the year.
WHEREAS: this amount will cover payroll for the Hon. Sandra Gotham and the Hon. Fredrick Finley to preside over the Town of Russell court cases.
WHEREAS: the Town of Russell also agrees to send an extra $55.89 per month to the Town of Edwards to cover Social security and Medicaid expenses.

Supervisor Knox stated that the Courts will extend the time line if needed.
Supervisor Knox stated that Erin Whitmarsh - court clerk is taking care of the things that have been coming up.
A motion was made by Councilwoman Coller and seconded by Councilwoman Foster to authorize the supervisor to open new court accounts for Hon. Fredrick Finley and Hon. Sandra Gotham with the Community Bank.

Supervisor Knox stated that the EJ Noble Hospital approved payment for the painting of the clinic and supplies.
A motion was made by Supervisor Knox and seconded by Councilwoman Coller to adjourn the meeting at 7:20pm.
