Meeting was called to order by Supervisor Knox at 7:08pm.
Supervisor Knox gave the floor to the Town Lawyer Mr. Henry Leader.
Mr. Leader stated that the board indicated they wanted a beautiful town, safety for their residents so they wanted a local law to regulate mobile homes that come into the Town of Russell. The board decided not to put a year on it but to use a time frame, after talking they decided a 24-25 year time frame was decided, that way it would provide for no trailers older than 24 years can be brought into the town.
Mr. Leader understands that there is a resident that bought a 1984 trailer and had a 1974 trailer that is removed and the 1984 is in its place. Mr. Leader feels the 1974, which was inspected by the CEO and found up to code could be moved to another lot in Russell and that the local law has no prohibition to doing it, because it is already in the town.
Skip Grimshaw stated that the state law says anything to a 1976 or prior has to be brought up to code.
Mr. Leader stated that the second issue with the individual who bought the 1984 has to have action taken by the board:
Mr. Leader recommends the board to “not to do nothing at all”. He states the resident is in violation with the local law with the 1984 trailer.
Skip Grimshaw asked the lawyer what his opinion was on someone moving an older trailer in for storage on their property. Mr. Leader stated the use of it should be proven.
Supervisor Knox stated the reason it was put in the law about trailers being used as camps and storage was to keep old ones out so they would not be eye sores.
Ike Guyette asked if tractor trailer boxes can be used as storage. Mr. Leader stated they are not a mobile home so yes. Trailers need a certificate of occupancy to live in them. The ones here are grandfathered in.
Councilwoman Jeanette stated that as far as the trailer that was here that was brought up to code and moved is not a problem to deal with.
Skip Grimshaw stated that older trailers that are here and depreciating are still being assessed the same as ten years ago.
Shelley stated that how are young people supposed to set up a home in Russell if they can’t afford a 1985 or newer home. It makes it hard for young people to start out.
Supervisor Knox asked the board what they wanted to do about the 1984 trailer.
Councilwoman Jeanette stated that we don’t want people to leave the town because they can’t afford a newer trailer to live in. We should amend the local law concerning the year of the trailers.
Councilwoman Foster feels that the individual with the 1984 trailer should apply for a variance.
A motion was made by Councilwoman Foster and seconded by Councilwoman Jeanette to have Mr. Beachard apply for a variance with the Town Board to allow the installation of the 1984 trailer on his property.

Mr. Leader asked the board if they wanted to amend the local law on mobile homes coming into the town. Supervisor Knox stated they would discuss it with a full board and get back to him.
Supervisor Knox asked the Fire Department to the meeting to ask them if the town can redo the ramp on the clinic and put a railing on it. He explained that part of it is on the fire departments property.
Harvey Thomas asked who would be responsible for the liability on the ramp if someone got hurt. He also talked with a contractor and they said it was not up to specs.
Supervisor Knox stated that the town can draw up papers that the town will be responsible for all liability on the ramp. He stated it would be good if the fire department would just sign it over to the town. The lawyers will get together on the matter, a survey can be done.
Councilwoman Foster stated that the clinic is a good thing for the town and everyone should try and get along to make it a success.
A motion was made by Supervisor Knox and seconded by Councilwoman Coller to have Mr. Leader draw up a paper stating that the Town takes all responsibility for the liability of the ramp at the Health Center.

Supervisor Knox stated to the board that the insurance for the town with Selective will be $1,000 more because he marked yes to flood and earthquake. It will be added to our policy, does the board have any objections to this. They feel it is a good idea.
A motion was made by Councilwoman Jeanette and seconded by Councilwoman Foster to have $1,000 added to the policy to include flood and earthquake coverage.

Supervisor Knox asked the board to authorize him to pay Ed Franklin prior to audit for the work he did building a counter in the clerk’s office.
A motion was made by Councilwoman Coller and seconded by Councilwoman Jeanette to authorize the supervisor to pay prior to audit $510.00 to Ed Franklin for building and installing a counter in the clerk’s office.

Skip Grimshaw asked if the agenda for the next meeting could be put on the web site.
It would be hard to do because the clerk doesn’t know till the day of the meeting what the supervisor wants on the agenda. The basic agenda could be put on it.
A suggestion of posting the agenda in stores and restaurants could be done.
The next Board Meeting is August 19th.
A motion was made by Supervisor Knox and seconded by Councilwoman Foster to adjourn the meeting at 7:40pm.
