The meeting was called to order by Supervisor Knox @ 7:08 pm. All were in favor.


Marilyn Knight: Court Clerk

Marilyn presented the justice dockets for auditing. The Bail account is holding 4 bails. The justice now will write a check for $4,750 over to the new justice so the accounts can be closed and new ones opened.


Resolution #1: Justice Docket Audit

A motion was made by Supervisor Knox and seconded by Councilwoman Foster approving the audit of the Town Justice Dockets on January 2nd 2008 that were found to be correct.

Resolution #2: New Justice Bank Accounts

A motion was made by Supervisor Knox and seconded by Councilman Whiteford to close the existing 2 accounts: Bail account and Court account; and authorize 2 new accounts to be opened: Bail account and Court account for the new Town Justice Lawrence (Tom) Robinson Jr. who was newly elected to start 01/01/2008.

Motion carried.

A resolution in support of the State Legislature creating public power authority was discussed but the board had a few questions for Mr. Best.

A motion was made by Supervisor Knox and seconded by Councilman Whiteford to table this resolution until January 16th. All were in favor.

Motion carried.


THE ORGANIZATIONAL MEETING WAS CALLED TO ORDER @ 7:45pm


Resolution # 3: Rules of Procedures

A motion was made by Councilman Whiteford and seconded by Supervisor Knox to adopt Parliamentary Law as defined by Robertís Rules of Order, as the rules of procedure, with the following adaptions:

A. New York State Law supercedes parliamentary law a conflict between New York State law will be resolved in favor of New York state Law.

B. Time limit per speaker shall be five minutes per speech unless previously changed for a particular item or motion at the beginning of debating the item or motion.

C. Any citizen of the Town of Russell may participate in the debate of an agenda or item motion which has been introduced and seconded by elected members of the board, and accepted by the Supervisor/Chairman. Citizens participating in the debate are subject to these rules of procedures, except they may not second or vote on an amendment or other question put to vote.

Resolution #4: Official newspapers

A motion was made by Councilwoman Foster and seconded by Councilwoman Jeanette naming the St. Lawrence Plaindealer and the Watertown daily Times as the official newspapers for the Town of Russell for the year 2008.

Resolution #5: Dog Control Officer

A motion was made by Supervisor Knox and seconded by Councilman Whiteford appointing Jack White as the Dog Control Officer for the year 2008.

Resolution #6: Code Enforcement Officer Contract

A motion was made by Supervisor Knox and seconded by Councilwoman Foster to authorize the Supervisor to sign a contract with Alton (Ike) Guyette as the Code Enforcement Officer for the town of Russell at a salary of $600.00 per month -$7,200 per year for the year of 2008.

Resolution #7: Regular Meetings

A motion was made by Councilwoman Foster and seconded by Councilman Whiteford approving to hold the Regular Board Meeting on the third Wednesday of every month at 7:00pm.

Resolution #8: Bank Depository

A motion was made by Councilwoman Foster and seconded by Councilman Whiteford naming the depository for the supervisor the NBT Bank and the Community Bank in Hermon as the depository for the Town Clerk/Tax Collector for the year 2008.

Resolution #9: Insurance Carrier

A motion was made by Supervisor Knox and seconded by Councilman Whiteford naming Selective Insurance through Rose & Keirnan Insurance Company as the Town Insurance Company until May 2008.

Resolution #10: Registrar of Vital records

A motion was made by Supervisor Knox and seconded by Councilwoman Jeanette to appoint Tess Eells as the Registrar of Vital Records for the year 2008.

Resolution #11: Second Notices

A motion was made by Councilman Whiteford and seconded by Councilwoman Jeanette to make the following resolution:

WHEREAS, section 987 of the Real Property Law provides for the Tax Collector to mail a second notice to each owner of real property upon which taxes remain unpaid on the currant tax roll to which his or her warrant relates to, and
WHEREAS, the governing body of the Town of Russell may adopt by resolution providing for the expense of mailing out such notice with an additional penalty of not more than $2.00 chargeable against such parcel,
THEREFORE, the Town of Russell approves the penalty of $1.00 to be charged against each parcel requiring the second notice.

A motion was made by Councilman Whiteford and seconded by Councilwoman Jeanette to set the mileage at .45 per mile for the year 2008.

Resolution #13: Salaries

A motion was made by Supervisor Knox and seconded by Councilman Whiteford to set the salaries of all elected officials as follows:

Supervisor: $7,872.00
Clerk/Tax Collector: $19,578.00
Highway Superintendent: $36,741.00
Municipal Judge: $ 8,469.00
Board members: $1,397.00
Assessor: $10,000.00
Bookkeeper: $4,433.00
DCO: $1,054.00
Health Officer: $460.00
Historian: $450.00
Registrar of Vital Statistics: $230.00
CEO: $7,200.00
Budget Officer: $2,144.00
Deputy Town Clerk: $8.76 per hour
Custodian Worker: $8.76 per hour

Resolution #14: Cemetery Contracts

A motion was made by Supervisor Knox and seconded by Councilman Whiteford to allow the Supervisor to sign the cemetery contracts with the North Russell and South Russell Cemeteries in the amount of $500.00 each for the purpose of the up keep on the Veterans graves.

Resolution #15: Dog Facility Contract

A motion was made by Councilwoman Foster and seconded by Councilwoman Jeanette to authorize the supervisor to enter into a contract with Jack White for the care of strays and abandoned dogs found by Jack White as part of the duties as dog control officer, which is separate from dog control officer. The Town of Russell shall pay Jack White $1,800.00 for the care of strays and abandoned dogs for the Town of Russell for the year 2008.

Resolution #16: Russell Senior Citizens contract

A motion was made by Councilwoman Jeanette and seconded by Supervisor Knox to authorize the supervisor to enter into a seniorís contract in the amount of $1,100.00 for the year 2008.

Resolution #17: Edwards-Knox Central School Contract

A motion was made by Supervisor Knox and seconded by Councilman Whiteford to authorize the supervisor to enter into a contract with the Edwards-Knox Central School for the summer program for the year 2008 in the amount of $1,500.00.

Resolution #18: Life Flight Contract

A motion was made by Supervisor Knox and seconded by Councilman Whiteford to authorize the supervisor to enter into a contract with North Country Life Flight Inc. for the year 2008 in the amount of $150.00 to be taken from account # a3989.4 for Life Flight.

Resolution #19: Library Contract

A motion was made by Councilman Whiteford and seconded by Councilwoman Jeanette to authorize the supervisor to enter into a contract with the Russell Public Library in the amount of $15,000.00 for the year 2008.

Resolution #20: Adopt a Senior Citizen Exemption

A motion was made by Councilman Whiteford and seconded by Councilwoman Jeanette to leave the Senior Citizens exemption at $10,000 - 15,700 sliding scales of 20% for the year 2008 assessment rolls.

Resolution #21: Compensation for Board of Assessment Review

A motion was made by Councilman Whiteford and seconded by Supervisor Knox to set the compensation rate for the assessment review board for the year 2008 as:

Chairman: $150.00 (per year)
Regular members; $150.00 (per year)
Misc. reimbursement expenses of: .45 per mile.
